and &#8220;B&#8221; accountability ratings, as defined by the State Board of Education, from performing certain duties imposed on school districts <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To require the State Board of Education to develop a grant program exclusively for school districts with &#8220;A&#8221; and &#8220;B&#8221; accountability ratings to receive funds for the implementation of innovative educational programs<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To require school attendance officers to visit the home or place of residence of a compulsory-school-age child within 72 hours of an unexcused absence for consultation with the parent or legal guardian of that child <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 8pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">This act shall take effect and be in force from and after July 1, 2019.<\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<p style=\"margin-right: 0in;margin-left: 0in\">&nbsp;<\/p>\n<p style=\"margin-right: 0in;margin-left: 0in\"><span style=\"font-size: 12pt\"><span style=\",serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\"><a href=\"http:\/\/billstatus.ls.state.ms.us\/2019\/pdf\/history\/HB\/HB0654.xml\" style=\"text-decoration: underline\"><b>HB 654<\/b><\/a><\/span><\/span><b><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\"> \u2013 County school board trustees; require runoff election if no candidate receives majority of votes cast.<\/span><\/span><\/b><\/span><\/span><\/p>\n<ul>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 12pt\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To provide that in a contest for office of Board of Education trustees, the persons in each respective supervisor\u2019s districts who receives the majority of votes cast for the position sought shall be declared the winner <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 12pt\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To provide for a runoff between the two candidates receiving the highest number of votes in instances where neither candidate receives the majority of votes cast in the election <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 12pt\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To provide that the runoff election shall occur three weeks after the first election <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 12pt\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">This act shall take effect and be in force from and after July 1, 2019.<\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<p style=\"margin: 0in 0in 8pt\">&nbsp;<\/p>\n<p style=\"margin: 0in 0in 0pt\"><span style=\"font-size: 12pt\"><span style=\",serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\"><a href=\"http:\/\/billstatus.ls.state.ms.us\/2019\/pdf\/history\/HB\/HB0688.xml\" style=\"text-decoration: underline\"><b>HB 688<\/b><\/a><\/span><\/span><b><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\"> \u2013 Districts of Innovations; require SDE to recognize use of Cambridge Assessment or other nationally recognized assessment for purposes of school accountability designations.<\/span><\/span><\/b><\/span><\/span><\/p>\n<p style=\"margin: 0in 0in 0pt\">&nbsp;<\/p>\n<ul>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 12pt\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To require the State Department of Education to acknowledge student performance in schools within Districts of Innovation that administer the Cambridge Assessment or other nationally recognized assessment to determine student proficiency for the purpose of assigning school and district accountability ratings <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 12pt\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To require the department to develop a &nbsp;procedure for the acceptance of the Cambridge Assessment or other nationally recognized assessments used by school within Districts of Innovation in lieu of the map assessments and subject area testing program <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 12pt\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To require the department to assign accountability designations to schools within Districts of Innovation based upon student performance on the selected nationally recognized assessment administered by the school, in comparison to the student performance cut scores used for each accountability designation on the statewide assessment system <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 8pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 12pt\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">This act shall take effect and be in force from and after its passage.<\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<p style=\"margin-right: 0in;margin-left: 0in\">&nbsp;<\/p>\n<p style=\"margin-right: 0in;margin-left: 0in\"><span style=\"font-size: 12pt\"><span style=\",serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\"><a href=\"http:\/\/billstatus.ls.state.ms.us\/2019\/pdf\/history\/HB\/HB0689.xml\" style=\"text-decoration: underline\"><b>HB 689<\/b><\/a><\/span><\/span><b><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\"> \u2013 MS School for the Deaf; annually<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 12pt\"><span style=\"font-family: Mississippi for Better Sight Better Learning Program<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 12pt\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">The state board of education shall recommend to children entering the first grade whose eye screening indicates a need to have a face-to-face eye examination<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 12pt\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">Must be completed by an optometrist or ophthalmologist by January 1 of the child\u2019s first grade year.&nbsp; <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: the information from the child\u2019s legal guardian, evidence of the child\u2019s comprehensive eye examination or a signed request from the parent or guardian opting out of the comprehensive eye Teachers Act of 2019&#8221; for the purpose of providing incentives to individuals to enter into the teaching profession and to address the critical teacher shortage in the state <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To revise the eligibility qualifications for teacher preparation programs for purposes of issuance of a standard educator license <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To clarify the membership of the Commission on Teacher and Administrator Education, Certification and Licensure and Development <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To clarify procedures for appeal of educator licensure decisions by the commission, its subcommittee or hearing Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To clarify grounds for education licensure suspension or revocation and to clarify procedures for educator licensure reinstatement following suspension <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To authorize the State Department of Education to issue a nontraditional teaching route standard license to individuals holding advanced degrees and achieving the nationally recommended passing score on the Praxis Core Academic Skills for Educators examination and Praxis II Examination providing that such individuals completed the course of study for the advanced degree program with the grade of a &#8220;C&#8221; or higher at the time application for licensure is submitted <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To amend provisions of the beginning teacher support program<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To provide financial incentives to teacher leaders to promote the support and retention of effective classroom teachers <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\",sans-serif\">To increase the minimum teacher salary scale by $2,000.00, to be phased in over a two-year period at $1,000.00 per year beginning with the 2019-2020 school year Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To increase the amount of the compensation to teacher leaders in the amount of $2,000.00 for each beginning teacher normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To revise the assistant teacher forgivable loan program to increase the amount of financial assistance available to teacher assistants to equal the actual cost of six three-hour courses per year <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt Teacher Credentialing and Retention Grant program for the purpose of providing scholarships to assistant teachers and paraprofessionals as an opportunity to earn a Bachelor of Education Degree for the purpose of employment as licensed teachers in geographical critical teacher shortage areas as determined by the State Board of Education <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To require&nbsp;<span style=\"padding: 0in;border: 1pt windowtext\">participating Institutions of Higher Learning to collaborate with the Mississippi Teacher Center to identify, recruit and place teacher education graduates in g<\/span>eographical critical teacher shortage areas <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To require assistant teachers and paraprofessionals who complete the program with a Bachelor of Education Degree to commit to teaching in a public school in a&nbsp;<span style=\"padding: 0in;border: 1pt windowtext\">g<\/span>eographical critical teacher shortage area for a period of not less than three years after completion <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To provide that individuals that fail to complete the program or comply with employment requirements shall be liable for the sum of all awards received under the programs, plus interest accruing at the current stafford loan rate <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To provide that persons who have at least 25 years of creditable service in the public employees&#8217; retirement system, who were employed as public schoolteachers at the time of their retirement and who have been retired and receiving a retirement allowance for at least one year, may be employed as teachers by a public school district after their retirement and receive a retirement allowance from the public employees&#8217; retirement system during their employment as teachers in addition to receiving a beginning teacher&#8217;s salary <\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: normal\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">To increase the minimum salary of assistant teachers by 1392<\/span><\/span><\/b><\/a><b><span style=\"font-size: 10.5pt\"><span style=\",sans-serif\">&#8211; School athletics and extracurricular activities; require SBE to review and recommend revisions style=\"line-height: 107%\"><span style=\",sans-serif\">To provide that the State Board of Education shall select three of its members to study the oversight and regulation of school athletics and extracurricular activities and <\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 107%\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\"line-height: 107%\"><span style=\",sans-serif\">To decide by January 1, 2020, whether the regulation shall be accomplished by a private not-for-profit corporation created by the three-member committee or by any not-for-profit corporation currently involved in the regulation of school athletics and extracurricular activities<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 107%\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\"line-height: 107%\"><span style=\",sans-serif\">To restrict the school board&#8217;s authority to pay funds under their control to organizations that currently regulate school athletics and extracurricular activities<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 0pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 107%\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\"line-height: 107%\"><span style=\",sans-serif\">To prohibit any such not-for-profit established for the purpose of regulating public high school athletics and extracurricular activities from denying member schools from competing against nonmember schools when it is the desire of said schools to compete one against the other <\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin: 0in 0in 8pt 0.5in\"><span style=\"font-size: 11pt\"><span style=\"line-height: 107%\"><span style=\"font-family: Calibri,sans-serif\"><span style=\"font-size: 10.5pt\"><span style=\"line-height: 107%\"><span style=\",sans-serif\">This act shall take effect and be in force from and after July 1, 2019.<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<p style=\"margin: 0in 0in 0pt\">&nbsp;<\/p>\n<p style=\"margin: 0in 0in 0pt\">&nbsp;<\/p>\n<p style=\"margin: 0in 0in 0pt\"><span style=\"font-size: 12pt\"><span style=\",serif\"><span style=\"font-size: 10.5pt\"><span
