Allowable uses of funds for the SSAE program under each of the three content areas may include but not limited to: direct services for students, professional development for teachers and administrators, salaries of personnel to carry out identified programs and services, and supplemental educational resources and equipment.<\/p>\n<p>A Local Educational Agency (LEA)\u00a0that receives at least $30,000 in SSAE program funds must conduct a comprehensive needs assessment that includes, at a minimum, a focus on the three content areas identified above.<\/p>\n<p><span style=\"font-size: 11.5pt;\"><span style=\"line-height: 107%;\"><span style=\"font-family: 'Arial',sans-serif;\"><span style=\"color: #000000;\"><span style=\"font-size: 11.5pt;\"><span style=\"line-height: 107%;\"><span style=\"font-family: 'Arial',sans-serif;\"><span style=\"color: 4106(d)<\/b><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p>Based on the results of that assessment, the LEA must use:<\/p>\n<ul>\n<li>At least 20 percent of funds for activities to support well-rounded educational opportunities.<\/li>\n<li>At least 20 percent of funds for activities to support safe and healthy students; and<\/li>\n<li>A portion of funds for activities to support effective use of technology<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Supplement not Supplant Requirement<br \/>\n<\/strong>SSAE program funds shall be used to supplement, and not supplant, non-Federal funds that would otherwise be used for activities authorized under the SSAE program.<\/p>\n<p style=\"margin: 0in 0in 0pt;\"><span style=\"font-size: 11.5pt;\"><span style=\"line-height: 107%;\"><span style=\"font-family: 'Arial',sans-serif;\"><span style=\"color: 'Arial',sans-serif;\"><span style=\"color: #000000;\">Special Rule<\/span><\/span><\/span><\/span><\/b><\/p>\n<p style=\"margin: 0in 0in 0pt;\">LEAs shall not use more than 15 percent of funds for purchasing technology infrastructure which shall include technology infrastructure purchased for the activities under Section 4109(a)(4)(A) (development of new instructional models- including blended learning technology software and platforms, digital instructional resources, initial Professional Development (PD)\u00a0activities, other one-time Information Technology(IT) purchases).<\/p>\n<p style=\"margin: 0in 0in 0pt;\"><span style=\"font-size: 11.5pt;\"><span style=\"line-height: 107%;\"><span style=\"font-family: 'Arial',sans-serif;\"><span style=\"color:
